本论文在对国内外科技成果评价理论、方法广泛调查基础上，研究分析了诸如应用频次统计法、德尔菲( delphi )法、文献调研法、应用相关分析法等10种科技成果评价的方法，通过对1991至2000年交通部科技计划所实施情况，由交通科技主管部门组织进行了成果鉴定、验收和评审等成果评价的项目的分析，提出了本人对交通行业对科技成果进行科学、规范和定量地评价的方法，即：在建立“八五” 、 “九五”交通科技成果管理及成果简要数据库的基础上，通过对研究内容、专业分类、投入强度、成果属性、地域分布、承担单位属性、科研人员属性和获奖情况等诸多方面进行统计分析，研究了交通科技成果的特点和规律，提出了存在的问题和对策；从建立交通科技成果评价指标体系的要求上，具体提出了交通科技成果评价指标体系设计原则与方法探讨了交通行业科技成果评价指标体系的构成及权重确立等问题；从加强我国交通行业科技成果评价的科学化组织与管理出发，探讨了如何建立科技成果评价制度、评价机构、统一的评价技术标准和交通行业专家咨询数据库以及如何简化交通科技成果评审形式等问题。
